The following information may prove useful for those wanting to understand some of the background to Neighbourhood Planning.
Neighbourhood Plans (NPs) were introduced by the 2011 Localism Act.
NPs are intended to give local communities a greater say in the future of their neighbourhood and a means by which they may influence development.
NPs set down the wishes of local people as to where and how development takes place.
NPs can cover issues of housing, landscape, conservation, employment, recreation and infrastructure.
NPs seek to enhance a local community and to do it in a sustainable way.
NPs must align with the Local Planning Authorities’ (e.g. UDC) Local Plan and policies and any housing allocations.
Neighbourhood plans must be evidence based and rely on the gathering and analysis of information from both from the village community and consultants specialising in specific content (e.g. Landscape Character Assessment, Design). The following explains the primary contents of the NP that Clavering is proposing, focussed on housing.

Reflects: community input; LCA; Local Site Assessment; Point of Connection of the People to the Landscape; advice from planning consultant.
Design Code
Reflects: UDC Design Code; community input; consultants’ guidance.
Community Facilities
Reflects: Community input on amenities and infrastructure that could be provided or enhanced with new development
Forming a Steering Group to facilitate the creation of the plan
Gathering the required information and evidence to formulate the policies and proposals
Public consultations on the policies and proposals, including Community Engagement Survey
Constructing the draft plan with a Planning Consultant (using above 2 & 3)
Public statutory consultation on the draft plan
Submission to the Local Planning Authority (e.g. UDC)
Independent examination by Planning Inspectorate
Modification to the draft plan
Put to public referendum
Plan made and implemented
