The creation of a neighbourhood plan will require support from the community of Clavering to provide input on the content of the plan and its preparation. You can help by completing the surveys that will be delivered to the whole community and encouraging your family and neighbours to do so too. We also need people who can help assisting Steering Group Leads with various activities. Examples include: Delivering, compiling results and documenting the analysis of surveys; Working with consultants to create the Design Code and Landscape Character Assessment; Communications; Facilitating and minute taking at meetings.
The Steering Group is a group of local people who have volunteered their time and experience. All of the members are committed to creating the best Neighbourhood Plan possible for Clavering. Many of the Steering Group have lived in the parish for many years. They include members of the Parish Council, members of local groups and organisations and local residents. Landscape character assessment (LCA) is the process of identifying and describing variation in character of the landscape. LCA documents identify and explain the unique combination of elements and features that make landscapes distinctive by mapping and describing character types and areas. They also show how the landscape is perceived, experienced and valued by people.
A LCA can be used to inform a wide range of activities, but in the context of a Neighbourhood Plan it is primarily for planning policies and decisions, sensitivity and capacity studies, and landscape and visual impact assessments.

The Parish Council will apply for a Central Government Locality grant to fund the Neighbourhood Plan process. This money must be used to prepare a draft Plan for submission to the District Council, paying for consultancy fees (including technical experts), room hire, printing etc. The Local Planning Authority pay for all matters after submission including the referendum.
The final decision about what is included in the Neighbourhood Plan lies with the Steering Group to whom the Parish Council have delegated powers to be a responsible body. However, the Neighbourhood Plan should clearly link to the consultation undertaken with the wider community. The Steering Group need to be sure that the Neighbourhood Plan best represents the views of the majority of residents.
A community engagement survey is a questionnaire that the CNP Steering Group will use to learn about the needs, concerns, and preferences of the community. It will be focused on questions that relate to the policies and proposals within the Neighbourhood Plan and seek to get both input to form those and a consensus on what is included in the plan. Multiple surveys may be required and will be distributed to all the households in the Parish.
