Following public consultation, and in the light of Uttlesford District Councils (UDC) Draft Local Plan allocating 111 (now 122) new houses in the village, the Parish Council determined that the village should move forward with the preparation of a Clavering Neighbourhood Plan (CNP) focused on housing.
The CNP enables residents to:
Take ownership of the planning and development of Clavering; and
Develop planning policies that reflect the priorities of their area (and has real legal weight)
Once the CNP is drafted the whole community then decides at a referendum vote whether the plan should be brought into force.

The Neighbourhood Plan Working Party (NPWP) has been focused on:
Working with RCCE on how we proceed, getting grants to help with costs and determining a realistic timeline.
Getting UDC to agree to designate the Neighbourhood Plan Area aligned to the parish boundary; this happened on 5th September 2024.
Determining the scope and format of the Landscape Character Assessment (LCA). The LCA is a key input to the CNP especially in determining where housing will be located.
Setting up a website to provide updates on progress and information and allow access to documents relevant to the CNP.
Applying for grants to pay for specialist consultants to create the LCA.
Extending the survey handed out at consultations to the whole village (to get a fuller view of the villagers’ views on the village and the support for a CNP).
Confirm the Vision Statement for the CNP.
Identifying more volunteers to help develop the CNP and form the Steering Group.
Engaging a landscape consultant to prepare the LCA.
Conducting a Community Engagement Survey (on housing, transport, community facilities, environment, heritage etc.)
