Following public consultation, and in the light of Uttlesford District Councils (UDC) Draft Local Plan allocating 111 (now 122) new houses in the village, the Parish Council determined that the village should move forward with the preparation of a Clavering Neighbourhood Plan (CNP) focused on housing.
The CNP enables residents to:
Take ownership of the planning and development of Clavering; and
Develop planning policies that reflect the priorities of their area (and has real legal weight)
Once the CNP is drafted the whole community then decides at a referendum vote whether the plan should be brought into force.

The Neighbourhood Plan Working Party and latterly the Steering Group (SG) have been focused on:
Extending the survey (handed out at consultations to the whole village) to get a fuller view of the villagers’ views on the village, support for a CNP and its Vision Statement.
Identifying more volunteers to help develop the CNP and form the Steering Group, leading to the election of the Steering Group on the 25th Feb.
Engaging a landscape consultant to prepare the Landscape Character and Sensitivity Assessment (LCSA), which was completed at the end of March.
Applying for (and being granted) a Locality grant to pay for the specialist consultants to create the LCSA and website.
Analysis of the current housing age and location.
Share the LCSA with the village.
The Steering Group will meet to agree a plan to complete the next stage actions towards the creation of the CNP.
